Next Lakewood developments take shape

As the two-building Westline development on Detroit Avenue is starts to fill up, Lakewood won’t need to wait long for its next major mixed-use project. In fact, an even larger, $119 million development has nearly topped out less than a mile away at the former Lakewood Hospital site.

Developed by Columbus-based CASTO, Lakewood Common consists of a five-story mixed-use building with 132 apartment units over ground-floor retail, a 74-unit four-story apartment building, an 87-unit three-story apartment building, and seven townhomes — expected to rise in that order.

It also includes the renovation of the historic Curtis Block building, which features five apartments over ground-floor retail, and a community plaza on Detroit Avenue. A total of 567 structured parking spaces will be built — most of them in a new 536-space garage.

The development, located at 14519 Detroit Ave. between Belle and Marlowe avenues, was approved for up to $75 million in lease revenue bonds from the Port of Cleveland last fall.

It will also benefit from city incentives, including three tax-increment financing (TIF) packages and a 15-year property tax abatement through its designation by the city as a community reinvestment area (CRA). The city approved a $5 million loan for construction of the parking garage.

Lakewood Common was designed by Dimit Architects of Lakewood. Panzica Construction of Mayfield Village is the project’s general contractor.

New for-sale housing is planned for Lakewood as well. The proposed Shady Cove Luxury Townhomes could rise at 12534 Lake Ave., directly west of the much older Shady Cove Apartments. Both properties are owned by Freeland Ventures of Cleveland.

Nearby, a singly-family home is nearly complete as part of Driven 4 Group’s Thoreau Place development. Though construction has stopped with this model unit, the developer plans up to 10 townhomes along the railroad tracks between Donald Avenue and Thoreau Road.

While Thoreau Place is expected to include one single-family home and up to 10 townhomes, construction on its first home appears to be moving slowly (Harrison Whittaker).

On the south side of Lakewood, a planned 16-unit townhome development at the southeast corner of Madison and Marlowe avenues may be getting new life. First approved in June 2020, the project was originally proposed by Liberty Development Co. of Westlake as Marlowe Park Townhomes.

Earlier this year, Cleveland-based Greenlight Building Co. revived the plan with minor modifications. Four three-story townhomes facing Madison Avenue would be moved slightly closer to the street in order to improve street frontage and create space for a third bedroom for end units.

The rest of the development — the other 12 townhomes facing Marlowe Avenue — would remain largely the same. Planning Commission approved the project on March 5, and the parcels were transferred to Greenlight-affiliated Marlowe Townhomes, LLC on July 1. A start date for construction is not known.

One other large construction project is underway in Lakewood, though it doesn’t involve any buildings. Bunts Road is facing a series of major closures due to water, sewer, and roadway reconstruction between Clifton and Lakewood Heights boulevards.

Reconstruction work on Bunts Road has limited traffic to southbound only (Harrison Whittaker).

Also included in the project is the construction of an off-street, two-way bike path. Construction is currently impacting the segment between Franklin and Lakewood Heights boulevards.
