Progress Pics: West Veterans Housing, Depot on Detroit, HOPE Campus, more
Compared to other west-side hotspots, Cleveland’s Cudell and West Boulevard neighborhoods have been relatively quiet on the development front. Yet, four construction projects currently underway seem to be fueling a mini building boom.
Directly west of the Greater Cleveland Regional Transit Authority’s (GCRTA) West Blvd-Cudell rapid transit station, construction has topped at Depot on Detroit. The $20 million transit oriented development (TOD) by Indianapolis-based Flaherty & Collins Development LLC replaces a vacated GCRTA-owned parking lot at 10300 Detroit Ave. in Cudell.
The building’s 60 apartments will be made affordable to households earning between 30 to 60 percent of Area Median Income (AMI). Tenants will also be provided with transit passes, as GCRTA’s heavy-rail Red Line, 24-hour No. 26 bus route, and crosstown No. 18 bus route all serve the adjacent station.
Depot on Detroit was designed by City Architecture, while John G. Johnson Construction is the project’s general contractor. Both firms are based in Cleveland.
Meanwhile, construction is nearing structural completion on Cleveland West Veterans Housing, a 62-unit affordable apartment building developed by local nonprofit CHN Housing Partners.
The $21.6 million development, located at 3311 W. 73rd St. in the West Boulevard neighborhood, is designed exclusively for veterans. The project hopes to address issues with long-term homelessness and accommodate residents with mental or physical disabilities.
Cleveland West Veterans Housing was designed by Cleveland-based architecture firm Hiti, DiFrancesco and Siebold (HD+S). Ozanne Construction , also of Cleveland, is the project’s general contractor.
Further west, Marous Brothers Construction has been quietly working for more than a year on a $6.8 million renovation of the former Cleveland Christian Home at 11401 Lorain Ave.
The facility was rebranded as the HOPE Campus (Healing, Opportunities, Partnership, and Empowerment) after it was acquired by The Centers for Families and Children (The Centers) in 2022.
To the north, the Cleveland Metropolitan School District (CMSD) is replacing its former Marion C. Seltzer Elementary School with a new PreK-8 school. The old school building, located beside Cudell Commons at 1468 W. 98th St., was demolished in 2025.
Because of its location near frequent transit routes, Seltzer PreK-8 is considered a TOD. Though future students will be too young to qualify for GCRTA passes, faculty and staff will have robust transportation options.
Greenspace Construction Services, LLC of Warrensville Heights is building the 64,000-sqft, three-story school facility. Construction is expected to wrap up before the end of 2027.
