Seniors, veterans to gain new housing options
In less than one week, NEOtrans has shared news of multiple significant developments in Hough making progress with a fifth project now moving forward. But the West side need not feel left out, as Cleveland-based CHN Housing Partners announced a west-side project closed its financing this week, too.
Many of the new residential developments in Hough, like the Chester 82 Apartments now underway or a new multifamily building proposed at Euclid Avenue and East 71st Street, are market-rate albeit not luxury housing. For older residents on a budget and are seeking to stay in the Hough neighborhood they helped stabilize, the housing options are more limited.
That’s where Hough Senior Living comes in. With financing in place, the 55-unit, new-construction housing development is set to rise at 8910 Hough Ave. Site preparation has begun at a long-vacant lot and construction on this affordable housing is expected to be completed in early 2027.
The 49,000 square foot, three-story apartment building was approved by the city in June 2025 — the first project approved under the city’s new form-based zoning code. The project will consist of one-bedroom units, six of which are mobility units and two are designed for the hearing and visually impaired.
Building amenities will include a community room, community kitchen, laundry rooms, an outdoor patio and mailroom. There will be an on-site property management office, staffed by CHN. Supportive services, including case management, financial wellness and social and recreational activities, will be provided by CHN on-site.

Hough Senior Living is an $18.9 million investment in Cleveland’s Hough neighborhood. The development is made possible by a 9-percent Low Income Housing Tax Credit (LIHTC) Award from the Ohio Housing and Finance Agency (OHFA).
Additional funders include Ohio Capital Corporation for Housing (OCCH), Huntington National Bank, Ohio Capital Finance Corporation, the City of Cleveland, Cuyahoga County, Federal Home Loan Bank of Cincinnati and Ohio Capital Impact Corporation. OCCH is the tax credit syndicator.
“Hough Senior Living is a phenomenal addition to Cleveland’s east side,” said Cleveland Mayor Justin Bibb. “I am thrilled we are able to bring 55 new apartments to serve our seniors and an $18.9 million investment to the Hough neighborhood.”

“This development will provide safe, affordable housing for seniors while strengthening the Hough neighborhood and supporting long-term stability for residents,” he added. “Cuyahoga County is proud to invest in a project that meets a critical community need, creates opportunity, and helps build a stronger future for our neighborhoods.”
The site of Hough Senior Living was chosen for its proximity to transportation, amenities and medical facilities including the nationally renowned Cleveland Clinic and University Hospitals.
“I am thrilled that Hough Senior Living is coming to Ward 7,” said Cleveland City Councilwoman Stephanie Howse-Jones, who represents the Hough neighborhood. “Affordable, quality housing for seniors in our community is crucial and a very high priority, and I thank CHN and the funders for making Hough Senior a reality.”
Meanwhile, on the city’s West Side, CHN closed on financing for Cleveland West Veterans Housing (CWVH). Following a Oct. 16, 2025 groundbreaking ceremony, site preparation is underway at 3311 W. 73rd St. in Cleveland’s Stockyards neighborhood. Construction is due to be completed in early 2027.
CWVH is comprised of 62 one-bedroom units that will house veterans. On-site services will be provided by the Veterans Administration (VA). CWVH is Cuyahoga County’s first LIHTC housing development designed exclusively for veterans.
“Here at CHN, we believe everyone deserves affordable, stable housing and the opportunity to thrive,” Nowak said. “We are grateful to the funders and partners who make this development possible, and we are thrilled to serve the men and woman who served our country.”
CWVH, a $21.6 million investment in Cleveland, is made possible through a 9-percent LIHTC award from OHFA. Additional funders include Cuyahoga County, Citizens Bank and the Home Depot Foundation. Enterprise Community Partners is the tax credit syndicator.
Rental subsidy will be provided by the U.S. Department of Housing and Urban Development’s Veterans Affairs (VA) Supportive Housing program, which will be administered by the Cuyahoga Metropolitan Housing Authority.
“Every veteran deserves a safe, stable place to call home,” Ronayne said. “Cleveland West Veterans Housing represents exactly what we stand for as a county: investing in people, strengthening communities, and ensuring that no one who served our country is left without a home.”

CWVH will be built on long-standing vacant land chosen intentionally to provide veteran residents with proximity to public transit and a grocery store. Building amenities include a community room, community kitchen, wraparound front porch, outdoor back patio, bicycle storage and exercise room.
On-site staff will include a property manager and resident services coordinator, as well as a full-time VA social worker, two full-time VA case managers, a part-time VA occupational therapist, a part-time registered nurse and one full-time licensed practical nurse.
In addition, residents will have access to the VA’s Medical Mobile Unit with a licensed nurse practitioner, registered nurse and social worker.
