Five affordable senior housing developments emerge across Cleveland

As the new year opens to a snowy start, a flurry of local construction activity is bringing four ongoing senior apartment projects totaling over 200 units closer to completion. A fifth, the 55-unit Hough Senior Living, has started site preparation after closing on financing.

In the Detroit-Shoreway neighborhood, a plan to build 51 affordable senior apartments above a rebuilt Walz Branch of the Cleveland Public Library has started construction.

Construction begins on Walz Library-Karam Senior Living at West 80th Street and Detroit Avenue in Cleveland’s Detroit-Shoreway neighborhood (Harrison Whittaker).

Karam Senior Living, the residential component of the development at 7910 Detroit Ave., is led by a partnership between Salus Development LLC and the nonprofit Northwest Neighborhoods Community Development Corp. The library on the lower level is being built by Gilbane Building Company while Marous Brothers Construction is the general contractor for the apartments above.

In Clark-Fulton, Walton Apartments is constructing 52 affordable units for seniors while helping to restore the historic urban neighborhood’s walkability.

The development is located on Clark Avenue near Fulton Road, but its driveway and parking will be built in the rear at 3517 Walton Ave. to reduce conflicts with traffic and pedestrians.

Walton Apartments is developed by Völker Development Inc. of Wisconsin and designed by RDL Architects. Johnson G. Johnson Construction of Cleveland is building them.

Puritas Senior Apartments is constructed behind a day care center on Puritas Avenue (Harrison Whittaker).

In 2024, NEOtrans offered a sneak peek at two senior apartment projects in Cleveland’s Glenville and Jefferson neighborhoods which are now underway.

Like the project in Clark-Fulton, the 48-unit Puritas Senior Apartments, 14410 Puritas Ave., is designed by RDL Architects and developed by Völker, who has partnered with Barton Communities of Lakewood. Johnson G. Johnson is managing its construction.

Emerald Senior fills a large gap on Superior Avenue in Glenville (Harrison Whittaker).

At 11100 Superior Ave. in Glenville, CHN Housing Partners and Emerald Development and Economic Network are developing Emerald Senior. The project, designed by Hiti, DiFrancesco & Siebold and built by Ozanne Construction Company, Inc., both of Cleveland, will deliver 62 affordable housing units to veterans and seniors.

Emerald Senior follows the completion of Garrett Square Apartments, which added 49 affordable senior homes further east on Superior Avenue.

Churchill Gateway II nears completion on Churchill Avenue in Glenville (Harrison Whittaker).

Also near Emerald Senior, work continues at Churchill Gateway II, 10700 Churchill Ave. While not a senior housing project, its 70 units are affordable and restricted to households making 30 to 60 percent of Area Median Income.
