Hough building boom continues

In 2022, NEOtrans reported on a wave of Hough construction projects which added a total of nearly 300 homes across four projects (Park Lamont, The Lumos, Addis View Apartments, and Gordon Crossing). Now, a flurry of groundbreakings — both residential and non-residential — are continuing that trend.

At 8910 Hough Ave., construction has started on Hough Senior Independent Living, a 55-unit affordable apartment building for seniors developed by nonprofit CHN Housing Partners.

The project was the first to be approved under the city’s new Form-Based Code, currently being piloted in the Hough and Detroit-Shoreway neighborhoods as well as along the Opportunity Corridor.

The new zoning code streamlines the lengthy approval process for new developments and makes it easier to build projects that align with modern ideas about urban design. Hough Senior Independent Living is expected to finish construction in 2027.

To the east at 9410 Hough Ave., an apartment tower that sat abandoned for over a decade has been transformed into affordable homes and a new community center called The Hub.

The renovation project was led by Northern Real Estate Urban Ventures (NREUV) of Washington, D.C. With construction complete, its 116 renovated units are now leasing.

Along Chester Avenue at 1898 E. 82nd St., construction has begun on the five-story, 131-unit Chester 82 development, led by Marous Development Group of Willoughby.

While that project was given final approval by city planning in 2023, its developers requested an extension to submit payment for their building permit last March. In October, the project received financing from the Port of Cleveland.

Chester 82 will feature market-rate apartments above structured parking and amenities on the first floor. Additional parking will be available in an outdoor lot tucked behind the building. Construction could take up to 21 months.

On the west end of the neighborhood at 1802 E. 65th St., local nonprofit Birthing Beautiful Communities (BBC) is building its new Birth Center and Headquarters.

NEOtrans broke news of the project — the first standalone birthing center in Northeast Ohio — in 2023. BBC is working to combat high infant mortality rates in inner-city neighborhoods like Hough and offers support to new mothers and families.

Its three-story building will house a variety of facilities including birthing suites, exam rooms, a community room and offices. Construction is being led by The Whiting-Turner Contracting Company of Cleveland.

Also expected soon is the 80-unit Gateway66 project at 1521 E. 66th St. The two-building apartment development by Frontline Development, LLC will add mixed-income units on both sides of East 66th Street, which will soon have its streetscape rehabilitated with a bike path and rebuilt roadway.
