Progress Pics: Hub 27, Walton Senior Apartments, more
On Cleveland’s near-West Side, the Clark-Fulton neighborhood is getting an infusion of affordable housing with the first phase of Hub 27 under construction in the BVQ (Barber-Vega-Queen avenues) District and continued progress at the Walton Senior Apartments on Clark Avenue.
With a recent report showing that Cleveland now has the highest apartment rents in Ohio, demand for new affordable housing remains strong.
Led by West Chester, OH-based Pivotal Housing Partners and the Metro West Community Development Organization, Hub 27 replaces a market-rate project of the same name which would have included a new grocery store. The project is located at 2500 W. 27th St. on the site of the former Walworth Run Foundry Co.
Its initial phase was awarded 4-percent Low Income Housing Tax Credits (LIHTC) from the Ohio Housing Finance Agency (OHFA) in 2024. It includes a five-story, 53-unit “workforce” apartment building with units targeted to households at or below 80 percent of Area Median Income (AMI).
At least three additional phases were planned for the site but were not awarded funding by OHFA. Those phases, ranging from workforce to senior housing, could potentially return if funding becomes available.
Hub 27 was designed by BDCL Architects, also in West Chester, while Ruscilli Construction of Dublin, OH is the general contractor. The project was approved by City Planning Commission last June and is expected to finish construction in early 2027.
Meanwhile, Walton Senior Apartments continues to rise near the intersection of Clark Avenue and Fulton Road in La Villa Hispana — a growing Hispanic community.
The project, led by Völker Development of Wisconsin, consists of a 52-unit affordable apartment building for seniors. It was made possible through a 9-percent LIHTC awarded by OHFA in 2024.
While the building is oriented toward Clark Avenue, its parking lot and vehicular entrance are located to the north at 3517 Walton Ave. to reduce conflicts between pedestrians and turning traffic. The four-story structure was designed by RDL Architects and is being built by John G. Johnson Construction, both local firms.
In addition to multifamily development, low-cost housing is also being delivered in the form of single-family infill. On West 30th Street, Willoughby-based Community Rebuilders, LLC is building modular homes to help reduce expenses for first-time homebuyers.
