One month ago, the Wisconsin Department of Transportation (WisDOT) won a $72.8 million federal grant to reroute freight train traffic south of the Menomonee River and away from Downtown Milwaukee. The project has many similarities to a local concept for rerouting most freight traffic south of Downtown Cleveland, away from the lakefront.

When looking at Chicago’s enviable lakefront, it never had it. Toronto’s did, but not anymore. Same with Milwaukee’s and Hamilton’s but due to different circumstances. Detroit, Buffalo, Toledo and smaller cities like Green Bay and Erie never did. What are we talking about here? A busy mainline freight railroad routed along a major Great Lake city’s downtown waterfront.

Cleveland’s Central and Fairfax neighborhoods haven’t been a hot zone for new real estate development since the Jazz Age of the 1920s and 30s. Back then, streets like Cedar, Central and Quincy were hopping with jazz clubs, speakeasies, flappers and gangsters. Aside the many night spots were factories that hummed with tens of thousands of jobs during the daytime hours. Most were tightly clustered along the four-tracked Pennsylvania Railroad that was elevated in 1915 to reduce traffic congestion.
