Circle North fuels Glenville momentum

Five years ago, NEOtrans reported that a development boom in Glenville’s Circle North district had reached nearly “every block.” Despite an economic environment which had slowed construction activity, that momentum seems to be making a comeback.

On Churchill Avenue just off of East 105th Street, the east-side nonprofit community development corporation Famicos Foundation and The NRP Group of Cleveland are adding 70 units of affordable housing at Churchill Gateway II.

Churchill Gateway’s first phase consisted of 52 affordable housing units which have fully leased out. The building opened in 2022 as The Davis.

The second phase will add 70 more units for a total of 122. Apartments will be available in one-, two-, and three-bedroom configurations and leased to households earning 30 to 60 percent of Area Median Income (AMI).

On the Cleveland/East Cleveland border, Famicos has partnered with The Commonwealth Companies of Madison, WI to build Garrett Square Senior Apartments.

Located at 12417 Superior Ave., the 49-unit affordable housing development is open to seniors ages 55 and over making 30 to 60 percent of AMI.

A previous wave of infill development in the Circle North district — the part of Glenville stretching from Superior south to University Circle — was led by private, for-profit developers including Knez Homes and The Orleans Company.

Now, small-scale growth in the district is being fueled by nonprofit community development organizations like CHN Housing Partners and the Cuyahoga Land Bank.

CHN Housing Partners owns a number of vacant lots on East 114th Street, East 115th Street, and Kelton Avenue.

At least half a dozen of their properties are actively being developed with infill homes. Aiding their development is their proximity to Moulton/Scoutway Park.

While the Cuyahoga Land Bank owns dozens of parcels in the neighborhood, their development has been pursued at a much slower pace.

Recently, a Land Bank lot on East 115th was developed with a large, single-family home with a detached garage.

With large employers like the Cleveland Clinic undergoing a massive expansion, demand for new housing in the immediate area is likely to continue.
