One of the most important pieces of legislation regarding the future of Downtown Cleveland’s lakefront is working its way through Cleveland City Council. The proposed ordinance amendment, if passed at council’s next regular meeting Sept. 9, would codify the desired lakefront land-use features and set the city on a course to implement them. In other words, it would no longer be a lakefront plan, but a lakefront project.

Starting Sunday, the Greater Cleveland Regional Transit Authority (GCRTA) will restart regular service on the light-rail Waterfront Line in Downtown Cleveland, a 2.2-mile extension of the Blue/Green lines from Shaker Heights. But the service will be limited to weekends and most federal holidays only, and then from just 9 a.m. to 7 p.m.

On Cuyahoga County real estate parcel maps, a narrow strip of land owned by FirstEnergy knifes into the heart of a Brook Park site the owner of the Cleveland Browns football team reportedly wants for a possible new domed stadium. NEOtrans’ scoop last week that the owners of the Cleveland Browns are reportedly buying a 176-acre parcel in suburban Brook Park led to a flurry of discussion about what that means since the sources didn’t say why. The most obvious speculation is that the land is for a new stadium venue for home games for the National Football League franchise. But that may be only partly true. In a virtual session held earlier today, the community got to see a refinement of plans for Downtown Cleveland’s lakefront that were first shared publicly in July, namely for the area near North Coast Harbor. The plans, showing stadium renovations, transportation investments and conversion of lakefront parking lots to year-round public uses, were developed and refined by a consulting team hired by the city and led by Field Operations, a public spaces design firm based in New York City.

A preliminary design for downtown lakefront improvements was unveiled yesterday by the city and its consulting team at the Great Lakes Science Center to advance the project development process. The process would then move into final design, fundraising and environmental permitting so construction could begin possibly in the next two years. But there are some notable differences in the city’s lakefront vision when compared to one commissioned and released two years ago by the owners of the Cleveland Browns football team, The Haslam Group.

At a press conference this week, Cleveland Browns owners Jimmy and Dee Haslam raised some eyebrows with their comments about the current stadium and where the football team might play in the future. Among other remarks, Jimmy Haslam interjected that “The only thing Dee and I would say for sure is we’re not leaving Northeast Ohio.” According to a team source familiar with its negotiations with the city of Cleveland, that remark was a subtle nudge to the city to resolve an apparent impasse in negotiations. The source added that, if the team doesn’t see more progress, it could leave Cleveland for a new stadium in the suburbs.
