A new apartment building and row of townhomes called Skyline on Stokes have taken form in Cleveland’s University Circle. The last structural features of the seven-story apartment building, formerly called Stokes West, were added and celebrated last week in a “topping-out ceremony.”

The city of Cleveland’s Board of Zoning Appeals’ docket regularly sees cases like this. On Monday, Sally Banks LLC will ask the board to allow it add a 1,100-square-foot addition to its popular Treehouse pub, 820 College Ave. in Tremont, without adding off-street parking spaces. It’s the second time the pub is expanding and it’s the second time it has had to go through the process of getting a variance to ignore the city’s zoning laws. Those zoning laws say the pub has to add an off-street parking space for every 100 square feet of new business space. The average cost per parking space to build a surface parking lot is $5,000, city data shows.

It seems every real estate developer is having similar problems — supply constraints, rising construction materials costs and rising interest rates. Only those projects that are charging top-of-the-market rents, have investors with low expectations for returns on investment, or received a ton of subsidies are getting built. So when Stokes West, which intends to offer apartment rents that are 13-21 percent lower than its peers in and near University Circle, got design approval by City Planning Commission last summer, it was already facing an uphill climb. That changed when the development team joined forces with Geis Construction Inc. and found a way to deliver the project more affordably.
