More housing to rise on West Side

A variety of new housing products are due to start arriving over the next year on Cleveland’s West Side. Not only are they a mix of for-sale and for-rent housing, they are of different styles and located in different neighborhoods.

But what isn’t different is the developer. Insight Holdings of Cleveland’s Ohio City neighborhood is building all of the new housing covered here.

The development that may be the closest to seeing construction is at 8207 Lake Ave. — a three-unit, for-sale townhouse project set on vacant land at the southeast corner of West 83rd Street. And, for now, the location is the name of the development — Lake & 83 Townhomes.

A project-specific affiliate of Insight called 8207 Lake Development LLC acquired the 0.172-acre parcel in December 2024 from B.R. Knez Construction Inc. for an undisclosed amount.

“I have already received permits and expect construction to begin within the next few weeks,” said Insight CEO Adam Hayoun in an e-mail to NEOtrans last week.

The trio of townhome units will be in a single structure standing four stories tall and measuring 3,750 square feet, according to its building permit application to the city.

Constructing the townhomes is ABC Renovations, also owned by Hayoun. While it’s too early to note what the asking prices will be for the townhomes, the construction cost for all three is estimated at $1.2 million, the application noted.

The townhomes are in a part of the Detroit-Shoreway neighborhood that is transitioning from a mix of industry and single-family homes to newer and different housing types.

Among them is the high-rise apartment building Naia Noir under construction at 1200 W. 76th and the 8400 Lake garden-style apartments across the street from Insight’s project. A third development, at 8110 Lake, will stay commercial under the ownership of restaurateur Thomas “Tony” George.

At the east end of Lake, where it intersects with Detroit Ave., is another of Insight’s developments. It’s actually one that NEOtrans has reported on before, back in March 2025.

Construction hasn’t started yet on the project at 7511 Detroit — a two-story, eight-unit apartment building over a 1,396-square-foot ground-floor retail space fronting Detroit. But that could change soon, Hayoun says.

“The project is still very much active and I am financially prepared to move forward,” he said. “The primary reason for the delay is that I have been exploring options to increase the amount of parking available for the development, as I believe that will improve the overall project and long-term success of the property.”

According to plans he submitted to the city’s Building Department for 7511 Detroit, Hayoun proposes three first-floor apartments spanning the width of the building. They will range in size from 597 to 720 square feet.

On the second floor will be five more apartments with layouts measuring from 498 square feet to 699 square feet. Except for the smallest unit that will be a studio, all others will be one-bedroom apartments.

Although market-rate, the apartments are designed small to keep them more affordable to renters on a budget, Hayoun said. Every apartment will have a private bath, kitchen and in-suite washers/driers, plans show.

Farther east. in Ohio City, on West 41st Street at Burton Court just south of Lorain Avenue, Hayoun plans to build what’s called the Burton Collection. It is comprised of the Burton Court Townhomes, which are attached homes, and Burton Court Singles, which are single-family homes.

“I am currently working through the permitting process and hope to begin construction within the next few months,” he said of the Burton Collection.

This boutique development features a limited collection of three modern townhomes and four single-family residences, each offering three bedrooms and three-and-a-half baths.

Every home is defined by clean architectural lines, expansive windows, and high-quality materials that showcase a refined and timeless modern aesthetic, according to a project summary on the Insight Web site.

Perhaps his most ambitious proposed development is 4005 Detroit Ave., a new-construction, five-story apartment building that’s been in the works since the late 2010s when it was envisioned to be seven-stories tall. He said that the more modest version of that project remains in his plans.

But at the moment, Hayoun said his focus is on two major renovation projects already underway. One is a 97-unit apartment community he acquired a few months ago. The other is a 25-unit apartment building, 12065 Edgewater Dr., at Cove Avenue in Lakewood.

“Once these projects are completed, I intend to shift my attention toward moving forward with 4005 Detroit,” he said.
