Bedrock Riverfront Wins Greater Cleveland’s only TMUD

It seems $100 million doesn’t go as far as it used to. At least it didn’t today when the Ohio Tax Credit Authority awarded $100 million in Transformational Mixed Use Development (TMUD) tax credits to just nine projects statewide. Northeast Ohio won two — Greater Cleveland got just one of those. And that was the last of four rounds of TMUDs authorized by the Ohio General Assembly unless some previous awards aren’t used and are made available.

Downtown Riverfront entertainment complex, Browns Berea site, others seek TMUDs

The next phase of Bedrock’s Downtown Cleveland Riverfront development is proposed to feature a large, 17-story entertainment complex topped by a hotel. Dubbed Rock and Roll Land, it is the largest of seven Northeast Ohio projects and is seeking the largest award possible in the fourth and final authorized round of the Ohio Department of Development’s Transformation Mixed Use Development (TMUD) tax credits.

Latest TMUD wish list is NEO-light

One of the favorite past-times among some Northeast Ohioans is to complain that too much of their state tax dollars are going to the rest of the state and not enough to Northeast Ohio. But if you don’t ask for anything, you don’t get it. That’s the case when it comes to the latest round of Transformational Mixed Use Development (TMUD) tax credits. Northeast Ohio TMUD applications represent only 10.8 percent of the total dollar amount requested statewide for Ohio’s fiscal year 2024 round and only one downtown Cleveland project was submitted. Ironically, the TMUD program was the brainchild of a Cleveland developer to encourage more downtown Cleveland projects.

Four NE Ohio projects win TMUD credits

In the first round of Ohio’s Transformational Mixed Use Development (TMUD) tax credit program, more than half of the major-city credits went to Cleveland. Today, more than half of those credits went to just two projects in Columbus. That left enough TMUD credits to benefit two projects in Cleveland — the Erieview redevelopment in downtown Cleveland and the Circle Square megaproject in University Circle. Unfortunately, that also meant that several other projects in Cleveland and Cuyahoga County were left out.
